In a May 3 post on its Facebook page, Royal ISD announced that the unofficial election results from Waller County show overwhelming support for the Attendance Credit Election. According to the unofficial returns, 83.45% of voters (580) cast ballots in favor of allowing Royal ISD to permanently retain its existing commercial tax base, with 16.55% (115) voting against the measure.
The election presented two options for voters:
· A vote FOR the measure allows RISD to fulfill its recapture obligation by purchasing Attendance Credit, ensuring local control of its tax base, and a stable or potentially lower tax rate.
· A vote AGAINST the measure would have resulted in the permanent detachment of commercial properties from the district, leading to a potential tax rate increase, reduced funding for school operations, and reduced bonding capacity. With the decrease in bonding capacity comes a diminished ability to address the enrollment growth Royal ISD is experiencing. Additionally, the Texas Education Agency (TEA) has not yet released which, if any, taxpaying entities would be detached had the election failed, adding uncertainty about the potential financial impact on the district.
With major local taxpayers—including the Ross Dress for Less distribution center ($349.6 million in taxable value), Empire West Industrial Park ($167.2 million in taxable value), and Jordan Ranch development ($103.5 million in taxable value)—playing a key role in district funding, the election’s outcome will significantly impact RISD’s financial future,
“This decision ensures that Royal ISD can continue to access and utilize all of its current commercial tax revenue—resources that are critical to funding the district’s educational programs, supporting staff, and meeting the needs of a fast-growing student population,” said the post.
“We are incredibly grateful for the community’s strong support,” said Superintendent Rick Kershner. “This vote demonstrates trust in our vision and commitment to providing high-quality educational opportunities for every Falcon student. Your voice truly made a difference.”
