The Boardwalk project is moving forward following council action in the November 10 city council meeting.
Pelican Builders is partnering with Highland Homes, Partners in Building and Autograph Homes on the development, located near Katy Mills Mall on the south side of Kingsland Boulevard.
In a presentation from Ethan Harwell of Pelican Builders, the updated plan presented to council calls for 186 homes rather than the 160 originally planned for the 24-acre development. It keeps the lot width at 35 feet but reduces the length of the lot. The homes will be approximately 2,800 square feet and two stories, according to the presentation. The new plan restricts the builder to constructing only single-family detached homes. The 106 brownstones, an option in the last plan, are removed from the new plan. While the amended ordinance still has verbiage for brownstones remains in the text, any change to include attached units would require bringing a new plan back to the planning and zoning commission and city council for approval. Construction could begin as early as February 2026, according to an official from Pelican.
Councilmember Rory Robertson expressed concern about the small lot size, which is less than the 75-foot lot required by the city. “There's no reason for 35-foot lots," he said.
The lone public speaker was Sean Dolan, who questioned the delay in getting the project done.
There was no mention of any other projects in the Boardwalk district, such as retail stores or a hotel.
The measure passed on a 3-1 vote, with Robertson dissenting. Councilmember Janet Corte was absent from the meeting.
In other action, council:
· Unanimously approved a resolution to award a bit for $203,315.00 for build-out of the third floor at City Hall. The total project cost was listed at $345.921.50.
· Unanimously approved a resolution requesting financial participation from the Texas Water Development Board up to $20,600,000.00 for expansion of the City of Katy wastewater treatment plant at 25839 Katy Freeway.
Mayor Dusty Thiele also issued a proclamation declaring November 11, 2025, as Veterans Day and veterans in attendance were recognized in a ceremony.
The next meeting of city council will be December 8 at 6:30 p.m. at City Hall 901 Avenue C in Katy. There will be only one council meeting in December.
