The Waller County Commissioners Court received construction updates on several projects and certified two major grant awards to their 2020 budget Wednesday morning.

County construction manager Danny Rothe gave the court three updates on the library, precinct 4 building and justice center projects.

According to Rothe, the interior of the library is complete and only exterior work remains. The project is still within budget. The library could be operational within two weeks but recent increases in COVID-19 cases could push that opening up, Rothe said.

Progress on the Precinct 4 Building is still underway but the application for a state permit for the water pump on the lot could delay the early opening of the building, Rothe said. He also said the Justice Center is nearing completion. Landscaping has begun and the building, with the exception of the jail, could be partially open later in July or early August.

The court amended the 2020 budget to reflect two grants from the Texas General Land Office regarding Hurricane Harvey repairs, amounting to $2,244,015 and $4,036,599 each.

An agreement with Low Voltage Security Solutions for a fire panel alarm monitoring to be installed in the Sheriff’s Office, Jail and Court building in the Justice Center, Precinct 4 Building and the Community Center, was passed. There is a $900 installment fee for each location and then a monthly fee between $55 and $75 for maintenance.

The court will be publishing a notice of public hearing in the Waller County Express and the Katy Times regarding the designation of reinvestment zone for the Waller County Brookshire Rice Dryer Reinvestment Zone 7.
