Mr. and Mrs. Andrew Wagner of Fulshear announce the engagement of their daughter Colleen Wagner to Brent Phelps, son of Sherry Rankin of Katy, Texas and the late Brooke Phelps. Ms. Wagner, a graduate of Texas A&M University, is a Communications Advisor at LyondellBasell in Houston. Mr. Phelps graduated from Texas A&M University, attended law school at South Texas College of Law, and is an Associate Attorney at PMR Law LLP, in Houston. An August wedding is planned at The Junior League of Houston.
