At the June 8 meeting of Katy’s city council, Ward B Councilmember Gina Hicks was named the new mayor pro tem for the city, Mayor Dusty Thiele nominated Hicks, stating, “There was no other choice but you for this job – you are well-versed in how the city operates.” Hicks, who has served on council for five years, succeeds former Mayor Pro Tem Chris Harris, who was term-limited and unable to run again. “We have a big year ahead of us,” Hicks said. Her term expires in 2027.
Council also approved an interlocal agreement to purchase right of way to provide improvements to Morton Road from Pitts to Katy Hockley Road. City Engineer David Kasper said that the project would be finished in the spring of 2027, following the completion of improvements to Katy Hockley Road. METRO fund will be used for the acquisition of right of way.
Marilyn Frishman was recognized as the 2026 Senior Volunteer of the Year, following a special celebration at the Fussell Center. “Marilyn Frishman has consistently demonstrated an extraordinary commitment to volunteerism, making a meaningful difference in the lives of citizens throughout the Katy community,” said Mayor Dusty Thiele in the recognition. Frishman is a founding member of the Katy Heritage Society and current chairman of the Katy Heritage Park Board, and also a member of the Katy ISD Education Foundation, Daughters of the American Revolution where she serves as the America 250 chair, the Friendship Garden Club, and Katy Literary Club. She has also supported Scouting organizations, PTA and band boosters and numerous other community initiatives.
In other action, council members unanimously approved a special use permit for Hounds Town USA at 132 Cane Island Parkway in Katy. The business is a self-contained pet boarding facility which is indoors only.
During public comments, former council candidate Roger Lowry requested that a traffic signal be installed at the intersection of Fifth Street and Katyland, replacing the existing blinking light and raised concerns about truck traffic through the city. President and founder of local nonprofit Active Community Services Javon Martin invited the community to a quarterly ten-mile cyclist event on June 12, as a way for the community to get out and get active.
Council also went into closed session for deliberations on employee disciplinary matters and an offer for a business prospect to expand in the area. There was no discussion of the matters when council reconvened.
The next meeting of city council will be held June 22 at 6:30 p.m. at City Hall, 901 Avenue C in Katy.
