Harris County Jail inmate dead of apparent suicide

A male Harris County Jail inmate has died after apparently hanging himself according to a Harris County Sheriff's Office press release.
 
Billy Dunn, 47, was found hanging from a bedsheet in a single-person cell in the New Observation Unit area on the sixth floor of the 701 N. San Jacinto jail facility at about 12:47 p.m. on Tuesday. He was taken by ambulance to St. Joseph Hospital and was pronounced dead at about 1:40 p.m. on Tuesday.
 
Dunn was being held in a unit where those recently booked in the county jail are placed for Covid-19 protocols before being approved by medical staff to enter the general population. 
 
The apparent suicide is being investigated by the Houston Police Department in compliance with state law that requires all jail deaths to be investigated by an outside law enforcement agency.

The Sheriff’s Office Internal Affairs Division is also investigating to determine whether all applicable policies and procedures were followed, which is standard following the death of an inmate. In addition, the death has been reported to the Texas Commission on Jail Standards.
 
Dunn was booked into the county jail on Sept. 23, 2021, on charges of felony possession of a controlled substance, burglary of a building, and evading arrest from the Harris County Sheriff’s Office.
