The city of Katy is primed for the Katy Rice Festival starting Oct. 2 with a parade and the actual festival occurring Oct. 8, 9 and 10. Festival organizers say they have put a lot of effort into making the event fun for the whole family, including a Kids and Teens Zone with inflatables, actors portraying favorite children’s characters and a DJ.
