The proposed charter amendments come from City Council’s ongoing efforts to improve how Katy’s city government serves residents. After multiple uncontested city elections, it seemed unlikely there would be an election this year. But when a challenger filed, placing the propositions on the regular ballot simply made practical sense. Although this occurred after the Charter Review Commission had concluded its work, City Council is fully empowered to propose and debate amendments through its regular public process, in accordance with the city charter and state law, and voted unanimously to place five important propositions on the ballot.
Aligning Katy’s City Charter with the Texas Constitution prevents confusion and ensures consistency. This ensures the city's process aligns with state law and avoids the Constitution overriding the Charter.
